I am sure there is no law against owning a house and leaving it empty
but nevertheless it is attracting all sorts of scallies and is a

I checked with LR Online and there is no mortgage on it. The rumour
is that the owner lives in the middle east and the name on the
register is a foreign name so there could be some truth in it.
All I can think of is if I can get hold of him, I will make him aware
it is being vandalised regularly and make him an offer for it.
Any other ideas appreciated.
Under certain circumstances the local authority can serve a repairs notice
on the owner and if it is not complied with they can have the work done and
charge the owner. Don't hold your breath though because the official wheels
turn very slowly. The environmental health department might be a worthwhile
starting point.
