Jim might well phone the ISP if he wants to investigate the suspected offence, but he certainly should not pass the information he gets back to Flint. That is none of Flint's business, since he has no jurisdiction to prosecute UK downloaders.

In fact Jim would be committing an offence under DPA by passing the information to a non-European jurisdiction without a lawful excuse. Do you have reason to suppose CEOP does that?

They do not need logs, they just carry out hash value checks, in real
time, then make a few calls ... emails, I guess, really.
