You know the answer full well - showing that "something is being done" wrt child sex abuse is seen as a vote-winner. The only losers are seen to be an unloved minority. Anyone questioning it will be asked what they have in *their* past.
Whereas the sort of checks that you mention would inconvenience the majority, or are simply "too difficult".
Allowing those with children the right to ask the police for information already held by the police isn't going to cost very much. They probably believe that the take up is going to be very, very low. So, no significant cost at all. Not bad for being seen to be doing something..
