Yes, so far as the RTA is concerned, because section 170 (the section
requiring drivers to report an accident) says (first part of section
only):

170 Duty of driver to stop, report accident and give information or
documents

(1) This section applies in a case where, owing to the presence of a
motor vehicle on a road, an accident occurs by which—
....
------------------------------



As opposed to (for instance) the section relating to drink driving,
which starts:

Driving, or being in charge, when under influence of drink or drugs

(1) A person who, when driving or attempting to drive a motor vehicle
on a road or other public place, is unfit to drive through drink or
drugs is guilty of an offence.
------------------------------

The interpretation section, BTW, says

“road”, in relation to England and Wales, means any highway and any
other road to which the public has access, and includes bridges over
which a road passes,
------------------------------

I can't see how this applies to a public car park. It is not a
highway, nor "any other road" IMO.
