If the circumstances are as described, and provided there is no byelaw
requiring dogs to be kept on leads, I don't think B could win a claim for
compensation. If however A's dog had been making a nuisance of itself and A
had made no reasonable effort to bring it under control, there might be the
makings of a case.

The accident plainly isn't unforeseeable. It is certainly foreseeable.
However, so is the risk of tripping over a small child who is allowed to let
go of its mother's hand and run around in a park.

But is the parent liable for accidents caused by that child?

In the dog case I think we need more expert information. As I
remember it, owners were liable for damage caused by their dogs but
not by their cats (or children).
