I've spoken with several land agents, solicitors, the issuing
authority, the two most local Magistrates Courts and a barrister.
None can provide an answer, it would appear that this is a rarely used
instrument.
I have been served with one of these that affects the core of my
business (about one acre) and also an Enforcement Notice that
encompasses the whole of our landholding (about 30 acres).
The business started in 1922 and then occupied a partial amount of
the total area. Full business occupation was taken up in 1952.
The land referred to in the S.215 notice bears 2 enforcement notices
dated 1968 & 1972. These were appealed, lost, and have never been
enforced.
