Never dealt with these ones, but making sure the minimum claim is paid
out is part of their job. Not entirely sure what help you want, so

Basically I suffered a huge loss through flooding and lost most of my
possessions.
I made a claim against public liability as a third party. (ie I have no
rights)
D.L were assigined to deal, they turned up 4 months later, examined the
damaged property and told me to dispose.
They then paid out a hardship payment whilst the claim was being dealt
with.
2 months later the guy dealing was sacked.
1 month later they ask me for photographic proof of possessing the items
they had examined six months ago to verify ownership.
I have no photographs, I lost most of my possessions including all my
photographs seven moths ago.

Don't panic. Just explain it to them. They may accept the explanation.

What do you mean "I made a claim against public liability... I have no
rights"? That implies that the flood was the fault of the person against
whom you are claiming. If they have made you an offer, then seemingly they
agree that the policyholder is liable to you. So your remedy, ultimately, is
to sue the person who caused the flood. It's not a problem. You don't just
have to settle for whatever Davies, in their magnanimity, are willing to pay
you.
