I'm no fan of my local police force, but when you sit down and take a
realistic look at what's happening out there, the under-resourcing of
the police is a major cause of a lot of the problems.
To be fair, the attitude of the police themselves can't be discounted on
that front either...

Ok, a real-life example from a couple of years ago (regrettably from
my point of view).
We get home from a daytrip to Cornwall to find someone has had a pop
at our front door,,,,,,,,the burglar alarm is in full flow but the
door is mostly intact, just the lock seems buggered.
So, I phone Plod and get the usual "we're understaffed so won't be
attending as this is *only* an attempted break-in, however here's your
CRN" script.
Having phoned my insurance company, they tell me they'll send a
locksmith out within 3 hours.................in the meantime, having
not eaten for almost ten hours (and now not feeling like cooking), I
get in the car and drive to the local takeaway.
And guess what? Yep, two Plods sat in a car in a recessed area
watching out for cars speeding past on the dual carriageway.
I'd suggest not "lack of" manpower but "poorly utilised"
manpower.........mind you, it's probably easier to nab Joey
BigBollocks doing 45 in a 30 limit than it is to investigate a real
crime.
