My friend's daughter has just been threatened while coming out of her
house by a neighbour (druggie) - he stood on the path that crosses the
frontage of the properties, waved a screwdriver at her and said that
'if she ever looked funny at him again I'll kill you'. There is no
history between them and he's never spoken to her before. He was
shaking at the time he spoke (and saying bizarre things to himself).
They have called the police but they won't come out now because they
say 'it's not an emergency'. They'll come tomorrow if they have time.
Is it an emergency?
If she is now safely back home then it is not an emergency from her point
of view but clearly if someone else actually gets injured by this person
later on and the police have done nothing in the interim they'd be hard
pushed to explain why. If it had been a female police officer being
threatened they'd have despatched every other officer within a radius of
20 miles. Same with a hospital worker or other public servant probably. A
few years ago I was driving back through the village and there were sirens
going off all over the place and police cars whizzing about with lights on
like wasps round a honey jar. Out of curiosity I followed along and found
them parked outside the cottage hospital. Turned out it was nothing more
than a patient being a bit stroppy with a nurse but it still apparently
required every plod they could find to deal with it. No such chance for
mere members of the general public in trouble.
