Given that anything with unusual joints such as kingpins or old enough to
have a steel rather than plastic tank is likely to be in the ownership of
somebody fairly enthusiastic...

Of course it isn't. The tester's manual explicitly states it isn't, and
that the tester's opinion is required on many points. But anybody can get
a bloody good feel for a likely result, and address many minor points
themselves.

Of course it could be that you have fairly new cars in mind...
