Because that is the law. I cannot be convicted of an offence simply
for driving without having entitlement documents in my possession. The
police, however, delight in confiscating cars when the driver has done
nothing wrong whatsoever.

No they do not *take delight* in doing any such thing. They are told that if
the database indicates that the vehicle is uninsured, and if the driver is
unable to prove that he/she *is* insured - then further driving should be
prevented. It is part of their job to detect and prevent traffic offences -
so why do you attempt to make it sound as though they just love throwing
drivers out onto the pavement?
