Ok. that would work for a oneoff, foe a lightbulb and other easy to
replace items. Now who replaces the light bulb, who costs the item to
the department, who decides the person is even competent to fit the
light bulb?
If he needs a ladder to change the lightbulb, were would he go?
To a consultant for a risk assessment obviously.
