AFAIK, past prosecutions have been of people against whom there was evidence
http://news.bbc.co.uk/1/hi/uk/7030096.stm
A 17 year old kid faces "terrorism" charges for having a copy of the
Anarchists Cookbook - which is now quite an old document (10-12 years
old at least, I remember it being widely available back in the early
1990s when I ran a bulletin board)
that they may have been planning attacks. So it would not simply be
possession of information about how to make explosives, but combined with
possession of politically 'extreme' material or some evidence of planning of
attacks. It would be extremely disturbing if prosecutions were being made
for simple possession, where 'intellectual curiosity' was the only motive
for possession. I still don't think it's a just law as I am sure that it's
caught some fantastists who weren't a threat to public safety. But whether
that is a price worth paying for catching the odd genuine terror plot in
planning, I'll leave to those who take a more relaxed attitude about sending
probably harmless people to jail.
