If this were a real problem, why not have a scheme where all non UK
registered cars entering the UK are required to buy a registration
disk for (say) 150ukp. If you leave the country with the car before
6 months, and surrender the disk you get a refund. If you don't,

administer, and it might actually raise some money for the

Why ? One thing the French have shown time and time again is their
skill at introducing and imposing legislation incredibly efficiently -
especially if it involves inconveniencing l'estrangers.

Anyway, if such a scheme were to be introduced, I'm sure one feature
would be the ability to pre-order a disk, or pre register a car, so
that upon arrival at Dover, you just take your disk and go (cf
collecting pre-ordered cinema tickets).

It'd also be quite entertaining to be a fly on the wall at the border
crossings between NI and Eire.

If a crossing is made regularly (and the UK/Eire border is the only
place such a situation is likely to occur IMO) then I'm sure it's
possible to create a "season ticket" showing the car does cross the
border regularly ...

But I thought the point of this disk was to be incontrovertible proof
that the car had entered/exited the country...?
