Why wouldn't they get CB? There's no evidence that she is dead orBut surely, as the name suggest, Child Benefit is indeed that. For

It seems that it is possible that CB would be stopped because
(a) Maddy has been out of the UK for more than 12 weeks (AFAWK)
(b) has been away for more than 56days in the last 16 weeks
(c) The McCanns themselves have been away for more than 8 weeks

I wonder how long before she is considered dead and thus payment ceases
on those grounds?
Yes. There has been some rule bending recently for cases where there is
virtually no doubt (e.g. twin towers).

the person presumed dead turns up?
