but a request to the new employer to pay might prejudice the job offer
because the new employer might prefer to recruit someone from
elsewhere so that this fee would not be payable.

If the OP is the right man for the job, then the new employer will be happy
to spend the small amount of time and effort to tell the old employer to
*** off.

"Introductory fee" is odd wording - is the ex-employer a recruitment
consultancy by any chance?

The current company is a Training Company, the company who found me
the role is a Recruitment Agency and the company I am going to is a
Client of the Training Company.

I did not approach the Client directly but went through the
Recruitment Agency
