So he could sign on and get income support based JSA even though he
has a "gift" of £500 a month?
Of course. And it is not a "gift" but a gift, unless the OP is actually
working for the money.

You will see you'll not get much for even a £500 a month mortgage in
most areas of the UK.
If you had a job would you still get the money off your brother?
