A while ago, a friend was pulled up for having a digital advertising
display on his vehicle which slowly alternated between two panels. He
was told that (subject to exceptions not relevant to what he was
doing) regulations prohibit the display of flashing lights and that
this includes illuminated text displays which change automatically -
even if slowly.
I have seen a [civilian] police vehcile with a display on the rear. I asked
if it was showing a white light to the rear (another offence if not
reversing), but got the inevitable brush off.
The Road Vehicle Lighting Regulations 1989 reg 13 was quoted.
However, more recently, there seems to be a proliferation of
destination displays on buses which scroll or alternate. Is anyone
aware of changes to the law to allow that, as there is certainly no
exception for that in the 1989 regulations.
