Speed camera paperwork

Hi all
I recently recieved the nice form to fill in curtesy of the Essex Safty
Camera partnership. They do a great job keeping the roads of safe an
preventing hundreds of called for death and injuries, each year. There
operations are nothing to do with collecting revenue.
Anyway, i digress. Since the little "tax machine at the side" chose me to
make a payment, i have moved house! The new owner of the old house has
kindly forward the forms to me for completion.
As i have the form i will fill them in and return them like a good boy.
However, what would have happened if i had never seen he forms??
The vehicle is a hire van the only address the hire company has is the old
one, i guess that were the forms went first time around.
