Given that there is no virus/worm attached, and evidently this sort of
nuisance hasn't yet been noticed by anyone here, I am inclined to
suspect a mailserver misconfiguration at one of the recipients. Though
I still don't quite know how it would remail the same message again and
again to all the recipients.

Very likely.
The headers will tell you whether it was Exchange or not, if it was it's
likely to be a Exchange 'bug'. The originator of the the message and all
the 'spammers' should patch their exchange servers to the latest service
pack.
