Who issued the ticket if it is a private club?

It was the council that issued the tickets.
I've just re-read the letters and they say that I have not paid within the
time to get the reduced charge yet this is the first I have heard.
If I had parked illegally I would pay the fine as soon as I got the ticket
on the car as it would be my own stupid fault for parking illegally.

Is there anything can do?
Any real advice?
