Indeed, at the time there were 5 in my household 4 of whom were wage
earners yet I paid the same council tax as next door where two people
lived, both retired, how fair was that.
The reason poll tax failed was political, councils saw a milk cow and
set it way too high.
A form of local income tax based on ability to pay would have been far
more acceptable. Threatening 18 yr olds with prison because they can't
pay a poll tax of hundreds out of a weekly wage of as little as £35 is
hardly a fair way to finance local expenditure.
Of course, in this day and age of the minimum wage you'd be all for it?
