UK. It is also illegal to import or sell them.

So if I understand correctly, if one uses them to jam another person's
call that's taking place in say a cinema with clear indications to
turn off the mobile phone, one criminal and one civil offence have
taken place. The criminal offence was by the person using the device
in contravention of the WT Act, while the civil offence was by the
mobile phone user against the owner of the cinema?


It would be extremely unlikely that any civil "offence" would have
been committed (I put offence in quotes because in law "offence" means
criminal, you cannot technically have a civil offence, but I know what
you meant).

But there would be no doubt at all that jamming would be a criminal
offence regardless of whether there was any civil wrong in using the
phone.
