Seems like a perfect way to cause some chaos to me.

Why douse the car in petrol? Would the effect not have been the same if
the car was undoused?
Why not use something big like a van or a minibus?
Why was there more than one person in the vehicle? Surely the effect would
have been exactly the same if there was just a driver.
No, I'm sorry. This one just doesn't add up.
The answers to all your questions are only too obvious-
It was doused in petrol to get it well alight as soon as possible and make
sure the LPG cylinders explode.
They used a Chelsea tractor/urban assault vehicle because they hoped to
smash through the entrance barriers - a van or minibus would have torn open
like a soggy cardboard box.
More than one person - extra crew to take over if the drivers incapacitated,
or possibly an oversee'er to make sure the brainwashed stooge goes through
with it.
