If you are using the services covered by the accounts and know that they are in a false name you are now a party to the fraud and would be criminally liable for this and civilly liable for part or the whole of the amount owing.
Probably the more apt question is whether the utilities will simply refuse to continue service while a utility debt hangs over the tenancy. This is also probably dependent on the regulatory regimes the utilities work under.
