example, the 'fixed penalties' brought in a few years ago do NOT apply
country footpaths where there is no road.
Apart from Rights of Way explicitly listed as Footpaths specifically
exclude cyclists, AIUI. Bridleways, BOATs, RUPPs and other RoWs do,
however, allow cycle use, of course.
