Such a system exists - at least here. One simply either asks associates, friends and neighbours or spot some similar work going on and pop in and ask the occupiers what they think of the work/company doing it. Unless it is very specialised work, you wouldn't want someone coming from out of the local area and so don't need a wider group for recommendations.

The problem is that those that are highly thought of have no shortage of work and are typically booked many months in advance. Be aware that some already get enough work from existing/previous clients and can be choosy about who they take as customers. As an unknown, unless you can name-drop one of their good customers, or are very, very persistent, you won't get in their diary..

I can't answer for the latter two - but Sue is fully booked into 2008 and turns down offers of work at least once a week. Trying to put people off by quoting over the odds doesn't work for a whole raft of reasons...
