Ownership of public footpath and right of way?

I have a house with a garage at the end of the back garden accessed by a right of way down an unmade narrow "lane" which is signposted as a public footpath and runs across the bottom of my garden. The lane is about 200 yards long and also serves a number of other garages. The "lane" has been partially obstructed by a neighbour erecting steel posts to prevent vehicles larger than cars being able to exit one end.
My garden is about 30 inches higher than the "lane" and my earth retaining wall between my garden and the lane is starting to collapse. The obvious means of access for it to be rebuilt is via the right of way.
Does anyone know:
How I identify who owns or is responsible for the upkeep of the right of way?
Whether a right of way to my property can be used to bring in construction materials and possibly plant?
Assuming my neighbour (with whom I do not have a particularly good relationship) does not own the right of way can he be compelled to remove the obstruction he has placed in it?
