Not really. In theory he could acquire ownership by first
registering
a title and then occupying the land for 10 years without anybody
objecting. In practice the Land Register checks over such
applications
carefully, and if it is indeed clear that somebody else has a
registered title, they'll reject the application. However, if you're
not the owner, you don't have any right to stop him from trying.

Depends on the circumstances - it could be a public right of way, in
which case the Council will have an officer who (in theory) would be
interested in it being blocked up.
What rights does the uninformed legal owner of the land have.?
More rights than you! You might want to let them know what's going
on.
My personal interest lies only in my access to the lane.
I have no (at time of writing) interest in the aforementioned
"Anexed" land as such, and have seen the Land Register
documents naming a registered owner.
Hypothetically...
What then if the land is fenced off and actual owner decides
he will build there, or what if I want to purchase this land
from legal owner in the furure.??
