If you have a pinch point caused by road works, it's easy to show that you in fact get more cars through the congested point at 40mph than at 50mph, and more through at 30mph than at 40mph, due to the fact that cars can safely travel much closer together at lower speeds. It's not a linear relationship, but down to the braking distance being proportional to the square of the velocity. So, ignoring a standard reaction time, cars travelling at twice the speed have to be four times the distance apart.
If I were more cynical, I'd be beginning to think that someone is
writing down numberplates of local cars and issuing NIPs at random.
The returns on fixed Gatsos must surely by now have diminished greatly
as drivers have become accustomed to them and avoid an incident the
same as with any other familiar hazard.
Why do you think that speed limits through motorway roadworks are now
increasingly set at 40mph instead of 50mph?
The 50mph limit wasn't generating enough revenue, oops, sorry,
catching enough nasty speeding criminals so it's been dropped to
40mph.
And when the same thing happens at 40mph, the limit will drop to
30mph....................and so on.
Which, of course, proves that it's nothing to do with road safety and
all to do with revenue generation.
If cars remain behind one another at exactly the safe stopping distances given in the Highway Code, the maximum throughput actually occurs at about 16mph. So, the lower the speed limit down to this figure, the more cars you'll actually get through the obstruction, and the less delay you will experience.
