Probably not. The calls were both originated by the radio station,
and so the radio station would be a party to both calls even if the
other parties are unaware of that fact, and so legally entitled to
record the calls.
A radio station is extremely unlikely to broadcast the call live
on-air because of the unpredictability of what might be said. At the
very least there would be a delay of a second or so and a chap with a
"beep button" ready to cut the transmission if anything naughty is
said. Usually these type of calls are recorded days in advance,
though the listeners may be given the impression that they are live.
I made a few such calls myself for a radio program called, "Telefun
time," and they can be good-natured whilst still being very funny.
Whilst working in a telephone exchange, connecting 2 calls together
for amusement was done frequently. Best during school holidays when
connecting together two conversations taking place between bored
teenagers - preferably 2 males & 2 females. In 90% of cases all
parties simply hang up.
Even more amusing was sitting next to the final selector rack (old
type mechanical exchange), and noting when a selector determined that
the called number was engaged. At that point you would quickly
manually operate the appropriate relay in the selector and plug in
your handset to listen in. Operating the relay caused the calling
party, instead of getting the engaged tone, to be inserted into the
conversation - and of course in many cases would know one or both of
the parties.
I had considered it to be harmless fun, but I stopped doing it when it
resulted in a man's wife being inserted into a rather explicit
conversation he was having with his secret mistress. The wife kept
absolutely quiet for about 5 minutes.
