Doesn't this change in November 2007?

No.
That *does* change the other points at issue in this thread, regarding
cheques being cancelled months after they had supposedly been cleared.
But it doesn't change whether a cheque is proof of anything.

But the piece suggests that cheques can only be rejected by the bank after
if fraud comes to light, i.e. you can't just call back a cheque after it
has cleared.
Here is a good guide to cheques
http://www.apacs.org.uk/resources_publications/apacs_publications_3.html
"Can I stop a cheque?
You can request your bank to stop payment of a cheque before it makes its
decision whether or not to pay it. If payment of the cheque was guaranteed
by a cheque guarantee card, you cannot subsequently ask your bank to stop
payment."
Although this advice is strictly not conclusive. It says that you CAN stop
a cheque BEFORE the bank decide to pay. On the other hand, you CANNOT ask
the bank to stop if a cheque guarantee card was used. This leaves a strange
hole in the middle; not very well drafted...
Perhaps you MIGHT stop a cheque AFTER the bank has paid, who knows?
Perhaps it require some arm twisting by a big player? i.e. not you and me.
