From this weekend anyone given a fine after being convicted of a
criminal offence in court will have to pay an additional £15.
The levy will go towards a fund to help improve services for victims
of crime.
The £15 is a flat-rate charge and will apply no matter how big or
small the fine.
The surcharge - introduced as part of the Domestic Violence, Crime and
Victims Act 2004 - is part of an attempt by the home secretary, John
Reid, to "rebalance" the criminal justice system in favour of victims.
It will not apply to on-the-spot fines at this stage.
The act does allow the levy to be added to fixed penalty notices but a
Home Office spokesman said this would take place at a future date
"when it is feasible to do so".
Peculiar that the fine doesn't go to a fund for victims of crime.
presumably to pay for the leaflets the police will be handing out
telling you to go see your bank when you are defrauded out of your
life savings as it isn't a police matter anymore

Hundreds of thousands of people who fall victim to credit or debit
card fraud have been told to no longer bother reporting it the police.
From Sunday a change in the law, which has been approved by the HomeOffice, means victims should go to their bank rather than the police
station.
The move has been condemned as "astounding" by security experts who
suggest it amounts to the privatisation of the justice system.
They say it appears an attempt by the Government, the police and the
banks to push the crime, which costs the nation £428 million a year,
under the carpet.
The changes are contained in the smallprint of the 2006 Fraud Act,
which comes into force on April 1 - April Fools' Day.
