No, they cannot. So the police would ask you to consent to them
having a copy of the result of the blood test. If you refuse to give
consent, you would be charged with the offence of refusing to provide
a sample.
protocol for ordering such a test, and would a hospital order one if there
was no medical indication? I don't know how common they are. When I worked
in a path lab, although the test was listed I can't remember it ever being
ordered but I never did A&E samples.
If the hospital did not perform the test, the police would ask you to
consent to them having part of the blood sample that was taken.
