case, 117V would be around the mid-way point, allowing the spec to be

That would make sense - if their was a place in the world that had 125

supplies. But otherwise, a good point.
There doesn't have to be. I have power supplies that specify an input
voltage between 90V - 260V. AFAIAA there are no places with either
90V supplies or 260V supplies.
Yes but these are portable switch mode supplies that just happen to have a
very wide operating range. They frequently get used in environments where
the supply is not regular mains supplies. Having said that, the specified
frequency range rarely reflects the true operating range of the supply. It
did occur to me afterwards that it is possible that if that fluorescent
ballast's manufacturer's data is consulted, that it may specify an operating
voltage range of 115-120 volts, of which 117 is halfway, if rounded down.
