Anyway, about the simplest oscillator is a multivibrator, explained
here:

By replacing resistors R2 and R3 with variable resistors the frequency
can be adjusted. The frequency range within which the frequencies can
be adjusted is determined by the value of capacitors C1 and C2.

Twiddle the resistors R1 and R2 to find optimum effect frequency.

The output can be fed into a simply constructed amplifier if more
power is required.
