I think the 'lock the user out' you're referring to the UAC which is a
method of ensuring that anything done to the PC is done with explicit
permission. Out the box UAC is a pita but I can see where MS are coming
from for implementing it.

for this type of thing, a la Unix/Linux/Mac style su/sudo mechanisms:
