That is probably actually your best bet.
But not just the devices, rather the controllers.
You can find the file names in the hardware panel (under
"properties"), disable the hardware and then rename the driver files.
On the next boot, Windoze should hopefully trigger the "Found New
Hardware" wizard. But it sounds to me as though the correct drivers
are installed, but they are buggy.
Another possibility is that the new XP install has installed extra
drivers that are in conflict with the USB drivers. Try disabling all
other hardware devices that you can temporarily do without to see
whether the problem disappears. If it does, enable the other drivers
one at a time until you discover which one is creating the conflict.
You might also try browsing the web site of the laptop manufacturer
in case there are any driver updates available for that model of
laptop. It is possible that the chipset drivers on the XP install
disk are out of date. Sometimes you find executable install files
available that will update all the harware drivers automatically.
The USB chips are often driven from an internal PCI bus, so it is
worthwhile updating the PCI drivers (if they exist) while you are at
it.
