I think you jump to that conclusion a little too fast. It's quite
possible that the OP usually made a habit of carrying the permit and
having it on display, in case for some reason he occasionally used a
'communal' space, but didn't know or accept that it was required when
he was in his own private space.

But leaseholders traditionally have a misunderstanding when claiming to
own a parking space, believing themselves to be in the same position as
a freeehold-owner owning their drive.
All depends on what the lease actually says.
