No they haven't. Prior to ~1997, speed limits were determined by a set of
rules. It is only since that time that speed limits are entirelty
arbitrary.


Do you have evidence for this assertion?

I always understood that speed limits were set at the discretion of
those respo0nsible for the roads. Obviously there must always have
been guidelines, but I have never heard of rigid rules before.
