that isn't even remotely close to what happened.

Anything he was told, he was told by a superior officer, who he knew
had intelligence coming in from various sources.

He knew she should be better informed than he was.

Whereas a random woman shouting such a thing in the street is probably
just off her trolley.

That still doesn't necessarily mean that what he was told was
sufficient for him to honestly believe the only answer was to kill the
man.

But it is a hell of a lot more likely it was than in your scenario.
