Odd speed limit signs

Driving East down the A12 today, normal 50 limit signs at regular intervals, but at the start of 2
stretches, also 40 limit signs, round, black on a dark yellow background, significantly higher off
the ground then the 50 signs, at least one very close to one of the 50 signs (can't remember what
order) . None of the 50 signs were covered, as is the practice for reduced limits due to roadworks.
What do these mean.... HGV limit maybe ?
There were also lots of 'lumpy road' warning signs - I think they may be resurfacing in sections.
