tickets are non-transferable which in a way adds insult to injury .

Which everyone ignores. A shop near me you have to pay 40p for a minimum
of
1 hour. It's the sort of place where people are in and out in 10minutes
so
it's common for people departing to give their ticket to someone
arriving.

And why some machines print out a ticket bearing the car licence number.

No.

There are many places now where you have to enter the digits of your
registration number on a keypad before the machine will sell you a
ticket. These digits are then printed on the ticket.
