Not necessarily, there are a lot of victimless crimes. OTOH, the true
victim might be the innocent person the police are attempting the "fit

You trying to claim the police never fit people up?
I've seen it happen. A police officer pressured a witness into signing a statement which they both knew was untrue. Luckily, the witness was able to let the victim (aka the accused) know that the statement was a pack of lies and the CPS, quite properly, dropped the case immediately they found out. The witness made three attempts to complain about the police officer's actions (which included an assault and destruction of property) but was fobbed off the first two times. The third time, the complaint was made via the PCA but, even then, the "investigating" officer deceived the complainant into withdrawing the complaint by a carefully worded statement. The complaint was re-opened when the complainant sought legal advice regarding damages but the same officer was appointed to "investigate" the complaint. Needless to say, no action was taken against the officer complained of but the police did make an out of court settlement.
Interestingly, some time after this, another officer from "professional standards" contacted the complainant to make an appointment to take a statement: so he could begin his investigation.
