background, and asked for a donation for something or other. In begging
from house to house, is he breaking the law?

It rather depends on the 'something or other'.
If it was for a registered charity and his mum was a badged collector then
it was all above board.
If it was to help him pay for an operation for his sick old mum who would
surely die without it then it's dodgy.
