The current sentence for breaking into a car is probably a suspended sentence, or a bit of community service, so the scrote will weigh the chances of getting caught against that.
"DONT BREAK INTO CARS OR YOU MIGHT HAVE TO DO A BIT OF WEEDING OR PAINTING" is not particularly threatening...
But the "and you will get a criminal record that will screw up your life for the next few years at least" bit would be, if they thought there was a chance of being caught.
Hardly,... for many of them, who have already screwed up their lives.
Bottom line, though, is that for most of us it was not the fact that it was illegal that stopped us breaking into cars.
If the sentence for a particular individual was deportation and death, thats a bit more to weigh it against.... and, if he still insists on breaking into the car, and gets caught, he has only himself to blame.
Which part of "DONT BREAK INTO CARS OR YOU MIGHT DIE!!" will they have trouble understanding?

I'm not an immigrant, so do not have to consider being deported to a country where I might be killed. Having said that, when I had 6 points on my license some years ago, I did not speed and, even now, friends and family are extremely frustrated by the fact that I stick to the limits.
If I were an immigrant, and speeding could mean deportation and death, I cant tell how careful I would be to drive well below the limits.
