Is it not the case that be staying on at the begining of a period the
tenant is implying that would like to stay until the end of that period ?

I referring to the 'end of a rent period' in a periodic
tenancy (because that is what the OP was asking
about), not end of rental period in a fixed term.
For monthly rental periods, if the tenant gives notice
he is always staying to the end of the current period,
he is just not always completing the next one.
yes but after giving notice he will have to stay at the begining of the
next, which IMO invalidates the notice and starts a new contract for the
next month.... if teh contract is on a month by month basis it seems to
make sence to me to only allow it to end at the end of a period.
