assaulted or knocked down for example , the police are informed as a matter
of course.

after the emergency services took four hours to respond to a report of
him lying in a street.
Quite rightly so.
The 61-year-old was found in Stoke-on-Trent by a member of the public
who called for an ambulance.
The ambulance service alerted police but it was another four hours
before he was taken to hospital, where he died.
The Independent Police Complaints Commission says it is investigating
the delay in the police response.

And if it looks like he has just collapsed for medical reasons the police
can say Thanks and get back in the car and drive off.
If something more sinister has happened they are aware if it and can start
investigating.
