Ambulance or police

If I phone for an ambulance in an emergency why the hell should the
police be informed and asked to attend? Surely this will deter people
from getting involved even more?

"..........An investigation has been launched into a man's death
after the emergency services took four hours to respond to a report of
him lying in a street.
The 61-year-old was found in Stoke-on-Trent by a member of the public
who called for an ambulance.
The ambulance service alerted police but it was another four hours
before he was taken to hospital, where he died.
The Independent Police Complaints Commission says it is investigating
the delay in the police response.

The IPCC also says it will look at issues surrounding the interaction
between the emergency services.
"My sincere condolences go to this man's family and friends. They can
be assured that the IPCC investigation will establish the facts of
what happened," said IPCC Commissioner David Petch.
He added that a post-mortem examination would be carried out.
It is not clear why the ambulance service did not send a crew to the
scene after it received the initial report.
A spokesman for Staffordshire Ambulance Service refused to comment on
the case, saying only: "We are cooperating fully with the people
working on behalf of the IPCC."..... "
