Plenty of time/money to make sure they know where the "free bank "is
and how to draw cash.
No shortage of time to find them doctors/schools/accommodation etc.
But they have very little time to actually ask for a few details to
ascertain whether or not they should be here.

You seem to be talking about asylum seekers. That is a different matter
entirely from deporting prisoners from abroad at the end of their
sentences.

Can't a released prisoner reasonably claim that he will be persecuted
if he returns to his country of origin, especially if he has lost
contact with his family?
